VMP Registration Guide: How to Legalize Your Electric Scooter with the DGT

Do you have questions about how to get a license plate for your scooter? Since the change in regulations, riding without official registration from the DGT (Spanish Directorate General of Traffic) can result in serious penalties. In this article, we’ll show you how to register your Personal Mobility Vehicle (PMV) quickly and easily.

1. Rate your scooter: Does it meet the certification?

Before moving a single piece of paper, check the manufacturing date of your equipment:

• New models (Post-January 2024): These already come with a factory certificate . You just need to register the number in the system.

• Older models (Transitional Regime): If your scooter is from before 2024 and doesn’t have a certificate, hurry! You can register it exceptionally, but remember that you can only use it legally until January 22, 2027 .

2. Documents required for registration (Your Checklist)

To ensure the process doesn’t stop, please prepare the following documents:

• Official identification: Your valid ID card, NIE or passport.

• Access to the Electronic Office: You will need Cl@ve Pin or Digital Certificate .

• Vehicle details: Technical specifications and a clear photograph of the serial number (usually located on the base or near the front wheel).

• Payment of Fee 4.1: The amount is €8.67 . You can pay it during the digital process.

3. How to complete the process? Choose your method

Online Management (The fastest way)

Most users prefer the DGT’s Electronic Headquarters . Once logged in:

1. Look for the "VMP Registration"  section : https://sede.dgt.gob.es/es/vehiculos/matriculaciones-de-vehiculos/inscripcion-vmp/index.html

2. Validate your identity with Cl@ve or DNIe.

3. Enter the technical data and attach photos of the serial number.

4. Pay the fee and download your Certificate in PDF format . This document contains your unique identifier (example: M 1234 ABC).

In-person Management

If you prefer not to use a computer, request an appointment with the Traffic Department (by calling 060). You will need to bring all printed documents and a photo of the scooter’s frame.

Delegate to a Management Firm

If you want to avoid complications, any administrative agent can complete the registration for you. Make sure they give you the final PDF and that the information matches what you’ll see later in the miDGT app .

4. The finishing touch: Get your ID badge

Once you have your registration number, the final step is to make it visible . A piece of paper stuck on won’t do; you need an approved adhesive license plate that can withstand the elements.
